There is a regular need in the kernel to provide a way to declare
having a dynamically sized set of trailing elements in a structure.
Kernel code should always use “flexible array members”[1] for these
cases. The older style of one-element or zero-length arrays should
no longer be used[2].

Currently, our max tpt is limited to max HT A-MPDU for LB,
and max VHT A-MPDU for HB. Configure HE exponent value correctly to
achieve HE max A-MPDU, both on LB and HB.

ADD_STA_CMD_API_S ver 12 was added in order to properly support
auxiliary activities in CDB NICs. In the new version we don't need
to allocate an aux station at initialization, instead we add an
aux station only when an auxiliary activity that requires a dedicated Tx
queue is needed. For now the only case we need this kind of activity is
when using hot spot 2.0

The SP length in the ADD_STA command is an actual number of
frames, and not the SP len as it appears in the WME IE.
Fix that comment. The actual code is fine.

Apart from DVM, all firmware uses the same base API, and there's
code outside iwlmvm that needs to interact with it. Reflect this
in the source better and reorganize the firmware API to a new
fw/api/ directory.
While at it, split the already pretty large fw-api.h file into a
number of smaller files, going from almost 3k lines in there to
a maximum number of lines less than 1k.
